Rule 63
Duties, Duties and Powers of the Chief of the Metropolitan Police Division
: The duties, duties and powers of the Chief of the Metropolitan Police Division within his area of responsibility shall be as follows:-
(a) Effective mobilization, monitoring, controlling and giving necessary instructions of police manpower (b) Arranging patrolling, guarding, etc. as required, doing other work related to peace and security,
(c) To manage the necessary police personnel to be deployed on duty,
(d) detain or remove the person to be detained, as far as possible by himself or in his presence, when detaining or removing from custody, (e) To maintain the conduct and discipline of the police personnel, perform their duties efficiently, make them conscientious and keep their morale high,
(f) keep or cause to be kept in good order the government treasures, goods, etc. in his office, (G) Evaluating the work of police personnel and carrying out moral development including punishment and reward (h) effective implementation of the plan for the prevention and control of anti-security activities and crime and providing people-oriented police services,
(i) Collecting personal details of persons residing in houses or dwellings in connection with crime control or investigation,
(j) To keep and cause to be kept information about the activities of non-Nepali persons residing permanently or temporarily within their jurisdiction,
(k) Keeping the information and details of such persons or activities systematically updated as well as reporting to the Taluk Office, to monitor security adverse activities, persons of bad character, suspected persons, criminals convicted by the court (l) In connection with work related to court or other office, to expedite the work to be done by the police or to cause it to be done (D) In addition to arranging the necessary security arrangements for very special and special peopleMaking necessary arrangements for safety in the vehicles of such persons,
(d) Regular monitoring of security personnel deployed to provide security services from the private sector,
(n) To manage the necessary to minimize the damage caused by the disaster and also to carry out rescue work with readiness during the disaster,
(i) To manage traffic within his area of responsibility,
(th) To prepare emergency and special security plans and implement them as needed in view of the extraordinary circumstances that may arise in peace and security within any area of the division,
(D) Reaching village to village within the area of responsibility, continuously meeting, discussing and interacting with the citizens, taking opinions and suggestions on matters related to security, maintaining a friendly atmosphere with the citizens, and enhancing cooperation and cooperation in the matter of maintaining peace and security.
(d) As per the need, to communicate and coordinate with the local administration, governmental and non-governmental organizations and offices within the area of the division,
(N) To promote or cause the protection of human rights and to formulate or cause special plans related to the protection of the rights of the helpless, women and children,
(p) Discussing with the head of the counterpart police office at least once a year security, crime prevention and control and joint police operations and exchanging necessary support,
(f) To prepare and submit a report on the following written matters in his area to the Taluk Police Office and to the Police Officer replacing him when he is transferred or promoted and leaves the office:-
(1) Criminal circumstances,
(2) Persons who abet the commission of a criminal act,
(3) A person harboring persons engaged in crime,
(4) Bad persons and such persons tending to Velajamma and sensitive places,
(5) Political activity,
(6) Other matters important from the point of view of police operations.
(b) Police units and manpower, planning and operations, daily peace and security, crime investigation, national and public importanceSummary Sending reports to the Head of Taluk Office as soon as possible or monthly and annually,
(B) To maintain law and order within the division area, execute the orders given by the Chief District Officer and Taluk Office with due diligence and report.
(m) To perform or cause other functions as specified by the instructions of the Taluk Office and the prevailing law.
